External IP-Domain access Via Google Cloud

Looked everywhere and cannot find any information on how to configure an openpaas Debian 9 server for external access over the cloud. I now have the server fully configured and running but no way to access it other than Terminal over SSH. I have created an SSH tunnel, allowed the proper inbound ports and cannot access via localhost method. I basically want all logins including admin side done over external IP… figured there would be some information somewhere been after 6 hours of looking and trying to figure it out myself I give up. Any help would be appreciated.

You need to create a Firewall rule to allow the http port via GCP > VPC Networks > Firewall Rules.
